Some ghosts are, some aren't. Haunter's first stage, Gastly is actually probably the most common ghost. You can even find Haunters in the wild in some places. I caught a Haunter in the Safari zone, but I caught my first Gastly on Route 31. And there are a whole bunch of other places where they show up. But then ones like Spiritomb, I have never seen in the wild before so it really just depends on the species.
