I don't know if you heard about it, but there were a bunch of poisonings in Goldenrod around Christmas time and he was behind that too. I don't know if the poisonings were necessarily meant to be a distraction for the thefts but that's how it ended up working out for me. Basically, he's a lot more capable here than I gave him credit for. In my world he was a video game character and kind of a comedic pushover one at that.
